OK, I will give a sensible reply to hopefully answer your question.
For a sport to be included in the Olympic games it must have a governing body at national level in each of the countries that want to send a team to the Olympics. Each of those national bodies must petition the IOC to have the sport included. So the UK would have to form a UK Heel Running Marathon Association (UKHRMA) before the Olympics would even think about including it. Luckily there is a UK Athletics Association so the UKHRMA could petition them to have the sport included in athletics. Without the infrastructure the IOC won't give any sport a look in. There are plenty of worthwhile sports that should go to the olympics but can't because they haven't got the national representation that the IOC insist on.
Secondly, the amount of events at the Olympics has been capped so if UKHRMA wants to get it's event included another will have to be dropped in the same way cycling gave up the 1000m track race so BMX could be included. What track/field event would you drop to include HRM's? None of them are going to give up their precious place at the Olympics for such a daft 'sport'.
